The duo’ are to handle buildings and roads respectively. Warri Industrial Business Park (WIBP), Project Director, Helen Emore, at a parley in Lagos, last week said the state government was committed to the delivery of the project. The parley, according to her was to give the project report, during which she disclosed that completion of the pre-construction planning phase II and land acquisition are already completed, while construction of start-up area, which is in progress, would be commissioned by December 2014. Also completed is sand search and Geotechnical, done by Westminster Dredging and Marine, Front End Engineering Design was Jurong Consultants. Besides, procurement of specialist development partners was said to be in progress, while legal and regulatory framework Free Zone Approval by NEPZA has been finalized. At the moment, construction work is on going on the 7-Floor “Iconic administrative building. The state-of -the art building occupies 11,000 square metres land size, being solely funded by the Delta State Government. Speaking on the mission of Delta State Government to embark on the Park, Emore stated: “The project is in line with Delta State Government’s strategic vision of creating a mixed use world-class industrial business park with security and ultra-modern amenities that will act as a catalyst for the rapid industrial development and growth of Warri, Delta State and the Niger Delta region of Nigeria”, adding that WIBP is being implemented through a Special Purpose Vehicle (SPV)-Warri Industrial Park Limited (WIPL).
She said that WIPL seeks private sector operators in specialist areas to execute and operate WIBP on a Build Operate and Transfer basis. The park seats on a land area of approximately 329 hectares, located in Warri, Township, is said to be a model mixed use Mini-industrial city that will propagate an increase in industrial and commercial activities in Delta state, “Warri Industrial Business Park is to thrive on production, manufacturing, processing, sales, import and export trade”, she said. The off-site development involved the following liaising with NPA on the dredging of the Warri Port, dredging of channel linking Warri Port to WIBP, incorporation of a light rail between the Port and Park into the WIBP project, completion of rail line to Aladja by Federal Ministry of Transport and completion of Ughelli-Asaba Expressway. Emore said the Downstream Investment Opportunities where investors would engage themselves including the start up building: 11,000 square metres available for letting; residential development with over 3000 units of high end serviced flats available for long lease and letting; Industrial layout is also with available space for light and heavy industries and marine and air transport logistics area. She listed the cost required investment construction summary as follows: residential $278million, office complex $409million, ICT $25million, infrastructure $346million, Electricity $218million, commercial complex $134millin, hotel $28million and marina boat club $20 million.
